Binding Operational Directive (BOD) 26-04: Prioritizing Security Updates Based on Risk establishes vulnerability management requirements for Federal Civilian Executive Branch (FCEB) agencies. BOD 26-04 reinforces the importance of the KEV Catalog and requires federal agencies to prioritize rapid remediation of high-risk vulnerabilities, specifically those identified by Common Vulnerabilities and Exposures (CVEs) listed in CISA’s KEV Catalog on publicly exposed assets that grant total control of the asset post-exploitation, while deferring action for lower-risk vulnerabilities. BOD 26-04 further establishes basic expectations for when agencies must check whether threat actors compromised the system before the patch was applied. While BOD 26-04 applies only to FCEB agencies, CISA encourages all organizations to adopt risk-based vulnerability management and prioritize remediation of KEV Catalog vulnerabilities. CISA will continue to add vulnerabilities to the catalog that meet the specified criteria. Aware of an exploited vulnerability not currently listed in the KEV Catalog? Submit it for potential addition through CISA’s KEV Nomination Form. Potential KEV additions must have a CVE ID, evidence of exploitation, and clear mitigation guidance.

The IPv4/IPv6 datagram append paths did not set this flag when splicing pages into UDP skbs. That leaves an ESP-in-UDP packet made from shared pipe pages looking like an ordinary uncloned nonlinear skb. ESP input then takes the no-COW fast path for uncloned skbs without a frag_list and decrypts in place over data that is not owned privately by the skb. Mark IPv4/IPv6 datagram splice frags with SKBFL_SHARED_FRAG, matching TCP. Also make ESP input fall back to skb_cow_data() when the flag is present, so ESP does not decrypt external-ly backed frags in place. Private nonlinear skb frags still use the existing fast path. This intentionally does not change ESP output. In esp_output_head(), the path that appends the ESP trailer to existing skb tailroom without calling skb_cow_data() is not reachable for nonlinear skbs: skb_tailroom() returns zero when skb->data_len is nonzero, while ESP tailen is positive. And almost all users do in fact use it only for the case where the task has a mm pointer. But we have one odd special case: ptrace_may_access() uses 'dumpable' to check various other things entirely independently of the MM (typically explicitly using flags like PTRACE_MODE_READ_FSCREDS). Including for threads that no longer have a VM (and maybe never did, like most kernel threads). It's not what this flag was designed for, but it is what it is. The ptrace code does check that the uid/gid matches, so you do have to be uid-0 to see kernel thread details, but this means that the traditional "drop capabilities" model doesn't make any difference for this all. AuthEnvelopedData message with maliciously crafted AEAD parameters can trigger a stack buffer overflow. Impact summary: A stack buffer overflow may lead to a crash, causing Denial of Service, or potentially remote code execution. When parsing CMS AuthEnvelopedData structures that use AEAD ciphers such as AES-GCM, the IV (Initialization Vector) encoded in the ASN.1 parameters is copied into a fixed-size stack buffer without verifying that its length fits the destination. An attacker can supply a crafted CMS message with an oversized IV, causing a stack-based out-of-bounds write before any authentication or tag verification occurs. Applications and services that parse untrusted CMS or PKCS#7 content using AEAD ciphers (e.g., S/MIME AuthEnvelopedData with AES-GCM) are vulnerable. Because the overflow occurs prior to authentication, no valid key material is required to trigger it. While exploitability to remote code execution depends on platform and toolchain mitigations, the stack-based write primitive represents a severe risk. The FIPS modules in 3.6, 3.5, 3.4, 3.3 and 3.0 are not affected by this issue, as the CMS implementation is outside the OpenSSL FIPS module boundary. Binding Operational Directive (BOD) 26-04: Prioritizing Security Updates Based on Risk establishes vulnerability management requirements for Federal Civilian Executive Branch (FCEB) agencies. BOD 26-04 reinforces the importance of the KEV Catalog and requires federal agencies to prioritize rapid remediation of high-risk vulnerabilities, specifically those identified by Common Vulnerabilities and Exposures (CVEs) listed in CISA’s KEV Catalog on publicly exposed assets that grant total control of the asset post-exploitation, while deferring action for lower-risk vulnerabilities. BOD 26-04 further establishes basic expectations for when agencies must check whether threat actors compromised the system before the patch was applied. While BOD 26-04 applies only to FCEB agencies, CISA encourages all organizations to adopt risk-based vulnerability management and prioritize remediation of KEV Catalog vulnerabilities.
